That's Mrs. Cake. It seems there's going to be a set of her with baby Twirly Treats.

yep, dont worry about lil old ms on taobao just yet, she is coming very soon, shes expected in late july.

Yes- they are coming- I can't wait! 

BBTS had them for pre-order for a while- but I think they are anticipated to hit in AUgust, if you can be patient- you will get 2 new ponies and Ms. Cake's hat!

Oh I need to research more first it appears :P I thought she was just going to be called cupcakes...lol Thanks for all the info :)
