More than a rumor, she was revealed at SDCC'12 as a TRU exclusive.
And I believe all other TRU exclusives have always made it across the pond.

They are actually making her??? That surprises me. She doesn't seem as "pretty" as the other gals. Depending on how she looks, I may get her. Dunno yet.

Yeah, I knew they had one of her and the Arachnid lady with Sarah Screams but I didn't hear anything about her actually being produced?!

Bloodgood was first shown at SDCC 2011 but lost the fan vote to Scarah Screams. She wasn't brought up again by Mattel until SDCC 2012, where she was confirmed as one of the store exclusive dolls to be released in 2013 for Toys R' Us, alongside Walmart's Catrine Demew and Target's Power Ghouls Clawdeen and Spectra, which were all gradually unveiled on different days of the con.
There hasn't been a definitive date for when they plan on releasing her unfortunately, and the only information given at the time was "Spring of 2013." This was also the rough estimate for the other exclusives she was shown off with, and since they've already been released, we could be seeing her any time now. :)

She is such a boring character- I will probably get her because she is at least a new character, but still hoping that they decide to surprise us with the daughter of Arachna...

AFAIK she does come with her horse! - Wasn't there some kind of info shared in the main thread that showed her listed as coming to TRU as 'bloodgood doll + horse' ?!
If she does come with nightmare I'd be pretty hyped. Hopefully he'll look accurate and not just a blue barbie-horse. xD;
