Why is it that some baby ponies, like baby surprise and baby firefly, look exactly like their mommies, but baby moondancer dose not?

Genetics. Or, according to this thread (http://mlparena.com/mlp/index.php/topic,293463.0.html) where babies are drawn into existence, perhaps someone didn't have the right colours available.

but if it is genetics, who would the dads be that would dilute the manes?

Serious Answer:
Maybe the colours get darker as the ponies get older? Kind of like the reverse of Lipizzans and the way they are dark and get more grey as the years pass?

I haven't got an answer, other than G1 babies don't seem to be born the usual way! xD Some babies are even different "breeds" such as unicorn baby Up, Up and Away.

haha, I love it that we have a "serious answer" :D
All I can think of is that mothers are generally genetically more dominant so a lot of the babies are almost the same as mommies. In some cases though, the genetic trait of the father gets through, like a horn, a different colour stripe etc :)
