Need information about this Pinkie pie (identification)

My friend found this figure. This is G3 Pinkie Pie, but we dont know about her origin. My friend say about slits in the stand on perimeter and in center. May be it is cover, or something else? We need identification help! What you know about it?

I believe she is a toothbrush holder - one of the later releases in Europe. However you would need someone to confirm as I am not actually 100% certain that I am remembering correctly.

It was a topper for a tube filled with smarties-like candy, I got one around 2008. There were also Rainbow Dash and Royal Bouquet ones I think?
