Disney Toy Id help? Who is this?

R2 brought this home yesterday.  He found it left behind in a storage unit after a family moved out.  Its marked Disney Made for McDonald's I forget the date but its in the last ten years. I can't for the life of me figure out who it is. I have looked on ebay for so long.  He doesn't look like any Disney Character I know so I am lost.  R2 has named him Buenos Nachos lol.  He is really cute.  Help is appreciated.  He is a squeaker toy.

Haha I never watched the series but back in the day, when I worked for Sony / Disney records Kim Possible was one of our albums lmao it's a great soundtrack and he is too cute.

Yup, that's Rufus.

Funnily enough, in the show this little guy likes to eat at a restaurant called "Bueno Nacho". So his temporary name is pretty fitting!
