Title: Can someone ID this Carebear for me?

Hi all,

I recently picked up this little carebear and I know nothing about the cartoon or the marchandise! It's a little bit battered.. Before I delve into the internet does anyone know more about this character/item?

He is  Birthday Bear from the 1980's.

He's a posable birthday bear. He should have an item that he can hold also
