My memory may be off a bit, so this will need to be double checked... But I don't believe Australia pays customs/import/tax duties for incoming packages.
I would mark packages as 1 of 2, and 2 of 2.
Can you assign a value based on what is in each package? Or is it one main item that is split into 2 boxes?
Also, when a package gets lost, it usually starts with the sender, not necessarily what was paid for it. Otherwise it would not be fair if a gift was lost, or a handmade item, or family piece.
Ironically the only packages I have had that have been severe problems were to my own mother on the other side of the US. I had to give them a list of items, and since several were no longer for sale, find a like item on eBay to show them value.
Assuming that both boxes are part of a whole, I would value them both fully- since with the loss of either of them the result would be an incomplete and much less valued item.

I believe it is part of the new system. When I have received any type of refund it lists as pending, and loses the option for feedback (at least on the mobile app). It also does not let me remove it from my list and "hide" it on the app. I believe it is just a bug in the system.

I am sure this has long been resolved, but for future reference: You can repack it in a box that is within the correct dimmensions. Walmart sells a box that is 18x18x24, I use 2 boxes (one with the flaps up, the other overtop) to make a box that is 18x18x36 which is the max size. I send boxes that size frequently to both the UK and Netherlands. Price ranges based on weight, for 26 lbs it would be $131 to the UK (from my place). I have packed PE a few times, I take it completely apart (roof and front) set one room inside another (inner room wrapped in foam), wrap the 2 in bubble wrap. I fill the inside with the pieces or packaging material. I have not had one break to date
