Where can I leave feedback for another member?

I had bought something from another member and there is no where to leave feedback.  Did the arena get rid of that feature?

Nope. Go to the + number on their profile. Click submit feedback. x

Yes, ask Icey said, you can still leave feedback - just visit the person's profile and you will see it. All existing feedback also moved with the site, which is why you can see a (+5) beside your name.
