Toy ID Help? What is my concerned blue chicken egg device? (W/pic)

While at a flea market...
I found this item in a pile of toys. There are no marks for company/country/ID or anything anywhere on it. It is only about 2 inches high or so, tops.

Facts:
Push it down & it goes back up again (the blue part)
Bottom is shaped like a thick + , looks like it would fit into something else?
Looks slightly concerned
Doesn't seem to make noise
The 'cheek dots' can almost be interpreted as eyes, making it slightly confusing

Because it was only a quarter, I got it because I guess I'm a bit of a sucker for baby bird chicken chick type things. But, it makes me wonder what it's to / if there's more / what it is good for? I don't even know what to search for to being finding what this is to, if anyone recognizes it, it'd be very helpful! (Though, its probably obscure...

Now, with the name I've done research on these...
There's more than 6 designs - at least 12, maybe more
They are supposed to have lids with a similar face to match
That + shape base does sort it / puzzle fits in only 1 hole in the carton
I wonder why mine isn't very squeak
I kind of want others now...I hope others turn up at a flea some time...I'll keep an eye on the lookout
