Anime figure ID?

Hiya! Just got a really cute anime figure at a yard sale. She looks kinda old? I have no clue who she is but I would love to know so I can watch the anime or read the manga she is from if any. Her arms and hands can come off but nothing else and she has a line on one of her feet for a base I think. I have tried looking but i couldn't find anything on her.
