I've set my ebay buyer requirements pretty harshly... for NPB I've set the toughest allowed. I'm not taking any risks with active scammers around! As quick as you block them, they change usernames!

When you list an item, go down to the following section:

visitors can't see pics , please register or login

Click Change buyer requirements. I can't remember, but to begin with it might say set buyer requirements, or something similar. It then gives you a pop-up window where you can select requirements of potential bidders.

When I try to look up that ID it says user not found.
