Cheerilee picnic spotted?

Although I wonder what Hasbro's obsession with Cheerilee is. She's in three playsets, a single, and a blind bag.

She was a Core 7 in G3, along with Scootaloo, Sweetie Belle, Pinkie Pie, and RD.

That just makes me wonder why there aren't more G4 Scootaloo toys.  So far Sweetie Belle has been in the Pony School Pals set, the Sweets Boutique set, the Fun at the Fair set, and had her very own train car, along with a So Soft Newborn doll of her, while Scootaloo has officially had only the Pony School Pals set.  They're totally playing favorites!
