FedEx international shipping discount?

I just saw this in a thread on Etsy, about a cheaper way to ship internationally...

"...you may want to call FedEx. They have something called "great rate" for international shipping. When they have room on their plane, they add your box for a deep discount."

Has anyone ever heard of this? Can anyone confirm?

Hmmm...I have not heard anything about it. So I checked out their website. It looks like there is a "great rate" but it looks like you may have to fill out a form for every shipment? Or am I reading that wrong?

Yeah, it sounds like there would be a lot of hurdles to jump over, and possibley a minimum value or $$ amount for shipping?
