I don't think she is a member here or someone would have come forward by now. 

I think your best bet is try emailing the address that is on your Paypal invoice or call ebay.  They will be able to help you especially since a dispute was opened.

The only things I am not understanding though is why did the lady at the PO tell you that it would take 8 days.  And then when you questioned them a second time they said it was only guarateed in 8 days if you used FedEx? Also I am really confused about the shipping charge?? Did the package have $38 printed on your label?

The label doesn't show the Fuel surcharge and taxes. I don't know why. The lady at the PO is kind'a slow. She told me that a Package going international air only takes 8 days. I actually called someone at the head office who informed me that normally it does take 8 days UNLESS shipping to Australia or Italy. I have tried everything to get the money. She refuses to correspond at all with me.

Did you keep your shipping receipt?  You should always keep your receipts, and if you did, you can send her a copy to show what was paid, or show it to paypal.

I did yes. I have learned that the hard way. Paypal doesn't care any more. They said to work it out with the buyer and she wont respond to me!
