What would cause a person to be prohibited from transactions on the arena and not be permitted to participate in arena swaps? I wonder because I noticed this on a arena members profile and they have over 200 feed back and they are all positive. I have also done at least 3 personal swaps a year since I became heavily interested in ponies with this person.

1. They may be under-aged for selling
2. They may be slow or negligent shippers
3. They may have run out on a swap
4. They may be on the bad seller/ trader list.

HOWEVER, if you became interested in ponies with the said unmentioned person, perhaps they could enlighten you?

Well I started getting into MLP and developed a friendship with said person through the arena and trading post. I guess I should ask them, the only thing I can think of is said person trying to be to involved seeing as this person was an active member here at the tp and runs their own forum. IDK I just though it was odd  and kinda sad. I checked the trader watch list and did not see them listed.

You guys guessed right. Just so sad, I never would have seen those issues coming from this person. I have always had good experiences and with the feed back I was just confused. Thanks Loa and Himmie for helping me clear up some of my own personal confusion.

As Loa mentioned above there are several factors that could prevent someone from selling here. 

I am glad to hear you had wonderful experiences with the said person and that your confusion is cleared up.  It was not something decided in haste.
