Could it come from a Fairy Tail bird? I haven't seen how their tails are clamped.
Could it be a Dance 'n Prance tail? The color looks pretty darn close to Tap Dancer:http://mylittlewiki.org/wiki/Tap_DancerThe Dance 'n Prance ponies do have a plastic sleeve around the base of the tail, and they are shorter than normal. I don't know what the internal mechanics for them look like, but I doubt they have the full tail hidden inside. It would make sense that the Dance 'n Prance tails are like half tails since they have to spin around. That tail even looks like it might have had a bit of curl to it at one time, just like Tap Dancer's.

The D&P ponies have a long plastic sleeve around their tail though, not just around the clamp part. ...Actually I don't think they even have clamps! What a mystery!
