How to harden a pony leg

I have a Powder whose one leg is softer than the other 3, she had been kept under a blanket for months and I suspect that is what caused it. Is there any way it can go back to the same way as her other legs? I kept her in the freezer for a few minutes, that helped but as soon as she got warmer the leg became soft again.
I would appreciate any help

Can't say I know of any ways. The legs hardening is due to plasticizer leeching out over time.
Is it warped?

That's unusual. Hmm. You could try to stuff something inside the leg.

no it is not warped, and the pony can stand well. The softness of the leg feels like when you put the pony in hot water, the first few minutes when the pony is out of the hot water
