As far as I can see the only way you're going to be able to get to her tail is to cut out the inside of the saddle. The jewelry box part. You'll have to be
extremely careful, you can cut yourself badly with a craft knife - you'd be surprised. Can't see any other way to get to the tail. Once that's out you'll have very easy access to the hole. A little bit like cutting the wings out of a G4 alicorn to get to her tail.
