Can an ebay seller send a cash refund?

Okay so I've got a drawn out issue with a seller on ebay that send me a G1 Barnacle that came not as described. I wanted a refund of course because he's got cancer and she listed him appearing in nearly mint condition.

The seller informed me that her paypal account is on hold because she put it on hold due to someone trying to steal her identity so she is unable to send me a refund through paypal.

Instead she said she's sending me a cash refund in the mail along with a return mailing label to send Barnacle back to her.

Is she allowed to do this? I got to thinking after that wondering if this is okay with Ebay's policy or not... Anyone know?
 
All communications between me and the seller have been strictly done through ebay, so ebay will have record of all the emails send back and forth.

What I'm worried about is if she can open a case against me for any reason... I'm planning on sending Barnacle back to her as soon as I get the refund since she said there will be a prepaid mailing label with it too to send it back to her.

I just don't want this to cause any issues or leave me open to getting scammed/slammed/screwed over.

Maybe you should just call ebay and ask them. Like you said they'll be able to see what all has been said but I'm still confused as to why she would put her paypal account on hold. Why not change the password or even close that one and open another one. I just don't buy the story myself really but it could be true or she could be having other problems and paypal locked her account and she doesn't want a admit it. I'll try to see if I can find something in their rules but if it's making you nerves I say call ebay and just talk it out with them.

Ebay says you can call between these times 5:00am - 10:00pm Pacific Time 7 days a week but I couldn't find anything on refunds that didn't have to do with paypal so I would call and ask for sure.
