Well, I scoured the internet as best I could, and found nothing My guess is that it's fanart of original characters that the artist has since removed from any site it was posted to. Sorry you couldn't find out for sure!

This is what I was thinking. Ads feature artwork like this all the time - just because it's toony doesn't mean it came from any actual production cartoon or comic ^_^

I agree that the guy does look a lot like Tarzan.  Probably just artwork created for the pop-up though.
