I think it's pretty ugly already, but since it's a red sweater, try adding some hot pink.

Pom-poms?  Those tinselly ones should do nicely.  And randomly splashed all over the place.  Don't be afraid to cluster them together... think Jackson Pollock, if he'd used sparkly holiday pom-poms instead of paint splatters.
