Buy it now option on ebay

So I have been doing more buy it now listings on ebay than auctions.  For some reason, when a buyer uses "buy it now" option it does not got to checkout right away, so they don't have to pay right away.  How can I fix this?  I want buyers to have to pay right away.  I looked all over my seller account in ebay and I can't find the option to change this.

To add an immediate payment requirement to your listing:

    Create a fixed-price listing or an auction-style listing with a Buy It Now option.

    In the Decide how you'd like to be paid section of the listing form, select the option to Require immediate payment when buyer uses Buy It Now.

    Complete your listing.

You may (or may not) run into a problem still though depending on your account. If you sell a lot/have a shop/business account on ebay then you can require that you buyer pays right away... but I tried to do this when creating a listing and because mine and hubby's ebay account is not business/shop etc then although we sell quite a bit and we have full stars, 100% positive, above average status  etc  it still will not let us make the buyer pay right away when they BIN even if we choose this option when doing the listing. It may be different in the US though as the various ebays have slight differences in the way you can do things sometimes.
