WTF Paypal shipping issues

WTF is going on with paypal and forcing you to use shipstation? I had $4.00 disappear from my account the last time I used it and Paypal does not want to seem to resolve that issue. Now tonight as I try to print another label, it is not giving me an option to do it.  Am I doing something wrong? It should not be this hard to print a fricken label!!  As far as I can see Shipstation sucks.

I will say...I've since moved solely to PirateShip for printing out labels.
