Oh I know this! *pulls out 1994 Doll Designs Magazine*  She is Little Miss No Name made by Hasbro in  1965, created by artist Designer Deet D'Andrade. Apparently she was supposed to represent war orphans.

Yours looks in good, played with condition: she's missing her tear, a patch and other patch is ripped. She's also supposed to have undies and a headband, someone selling one mentioned a pin.
I don't know how much she's worth though, I saw ones on Google from $157-400+

Check discount stores like Family Dollar, Big Lots for the Deuce and Cleo 2 pack, last summer Family Dollar had them for $15 (that's how I got mine). Regular stores keep carrying them at the regular price for some reason...
