Petite Carousel - how many fence sections does it have?

I was wondering if anyone with a complete Petite Carousel can tell me how many of the little blue fence sections did the set originally come with? The playset base has holes all the way around it and I originally got the playset with only 2 fence sections. I now have 6 fences but I see that you can really only fit one section per side. Did it come with 3 or 4 fence sections originally?
