Yep, that's the Cutie Mark Magic brushable she was supposed to advertise in her episode. How do you brush a big ribbon like that is beyond me but it's still very pretty so I'd love to have her regardless. I just love Starlight.

I love her colours and can't wait for her to hit shelves :D I think the ribbon is really cute (Hasbro, how about selling rolls of that stuff, please?) and I bet it'll make for some cute hairstyles!
