Those are age marks. Some call it, "pony cancer". It's the plastic breaking down...
Sometimes age spots are mold, but it is kinda rare. Try putting a little peroxide on it. If it fizzes, then the age spot is mold and should be less noticeable or gone. If it isn't, then the peroxide will just sit there and do nothing. There is no cure for the non mold age spots really. Since you mentioned she was going to be a custom maybe you could just paint over them? If her head is loose, you can check if the spots go all the way through her vinyl. If the don't, you could try sanding them down, though I don't think it is quite the best option. What do the marks look on Sky Rocket?
