I'd think they're test runs and and some are prototypes.

I agree, some of these my be finished products but many I am guess are prototyes that they see what works and what does not. Must be fun to have an office full of pony plushies all day. All the soft and cute plushies staring at you while you work to make more and give us pony loves what we what.
