Prices have gone up
and they have gotten rid of Parcel post.
First Class in the US is still the best buy but you can only ship up to 13 oz
that way.

So in Other Words, there is no Magic Way to get shipping to come out for a decent price any more. 
It is what it is.

Best bet is to use the USPS web site
to calculate your shipping and get a good scale

Parcel post still exists, it's just called "standard post." But it's often only a fraction cheaper than priority service, especially if you're buying online, because there's an online discount for priority but not for standard post.

I have some ponies that I need to send off to the Netherlands and they would not let me do first class on pay pal. The package only weights about 2 or 3 oz's. What sucks about it is its gong to cost more to have it done there then would be to do it on line.

You can set up an account on USPS.com and print a First Class International label through them - they accept PayPal.

International Will not work with Multi purchase shipping option though, it has to be printed from the buyer transaction.
