My town goes nuts for Victoriana, and has big festivals for it.
This year, my boss has given me the go ahead to decorate our windows in theme...
Crime & Punishment in the Victorian Era!

Any idea on how I can decorate 2 large windows in this theme and yet still relate it to travel?

That's what same in my head when I read crime and punishment in the Victorian era.
Guess I went a tad bit over board, with the ideas. Then again I was playing Dragon Age Inquistion last night, and I be headed three people.

I shall box my mind up and send it to you. It's ok, it'll barely be missed.
Shame its crime and punishment - My sis did a lovely hearth theme in her shop window with a black fireplace and printed out Victorian tiles in the surround. Ooo, Victorian Jails from around the world! Oscar Wilde was in our local on in Reading for a bit. Also come visit Reading! It's... a town... with a closed historic jail... and a really old Abbey you can't visit. Other than that it's nice :)

Hmm... I am not sure, as Victorianna isn't that big over here. No idea what the celebration is, but I'm guessing it has something to do with queen Victoria. As such, I have not much ideas to give you, but I'd like to correct a few things.
The guillotine was a French invention, used during the French Revolution. I'm not sure where you all stand on the matter, but it is French.

Create travel posters about the prisons and public execution sites (if they had any) of places you provide vacations to using Victorian era fonts and images.

People being relocated to Oz for theft/murder/whatever naughty stuff they did? Smugglers? Piracy? Pirates would be awesome - they travelled lots, think Oak Island. You could make a boat out of card with Bratz dolls turned into pirates, showing their destinations around the EU to look for/hide treasure.

Id do sillowettes and if theres a popular slogan for the event, use that to attract attention :)

I would have said highwaymen but it's too early for Victoriana. Pity really given that you can easily glamorise that without getting gory.
Also it depends how "Victorian" it needs to be (ie is it just 19th century or is it specifically the British period of Victorian England/Commonwealth/Queen Victoria?) Guillotines are French...and by that time I think we mostly hanged people.
But what about another angle? How about looking at something Dickensian ie Oliver Twist, and the dark and shady Fagin and his boys with all their treasure that they've pick-pocketed? You could have treasure from around the world or have a map among the loot.
Or if you really wanted to be horrible you could have a flight of Jack the Ripper window and all the places he's rumoured to have come from/run to over the years. I am pretty sure that would fill a globe. There are actually some quite horrible Victorian crimes, but I am not sure your shop wants them in its window...
Did sending people to the colonies as punishment still happen in the Victorian period? Weren't they all about reforming people in prisons by that point in time? (Not a modern historian...)
Now if it were Japanese 19th century history, that's the time in which the world came and knocked on the door and demanded Japan traded with more than just the Netherlands. That is genuinely travel and it did involve people from the Victorian era, eg Ernest Satow who wrote very famous books and Lafcadio Hearn who ended up living his life out there. BUT it is rather a long way from your original theme...
