can I send partial refund on ebay cancelation?

hello!!
so, we'll, im very very frustrated right now
I should have been more cautious with this buyer that just kept spamming me haggling >_< :mad:
so they end purchasing the item and within a day they ask for cancelation and refund, a spam of messages asking  me to cancel,  but here is the thing:
I
 selling from outside the USA and I get and extra fee that is a retention for local ISR and that cannot be refunded once they take it, so long story short I'll be -$55 if I just cancel and refund.

but is there any way to avoid this? any way I can sell partial refund or report??
