I believe Princess was used for a general term for the ponies because that is what most little girls understand more.

As a friend of mine explained it before to our group of friends, Celestia is actually an empress if you think about it.

According to Lauren Faust, Celestia did start out as a full-blown queen.  I've read that Hasbro/Studio B changed her to "Princess" because of Disney.  Disney always portrayed princesses as kind and beautiful, while queens were snobby and evil.  Of course, the only example of this concept that I can think of is the Snow White movie...

Yeah, I figured Celestia IS a queen, but she is called Princess because thanks to Disney little girls aspire to be princesses, not queens. (But I hope Celestia and MLP inspire a vision of princesses who are honorable, dutiful and enjoy learning.)
