I'd say custom. Whoever did it could have used a silver felt-tip pen and there wouldn't be any paint lines or something like that at all. I'm doubtful that Harbro cared about tiny details like that too!

True, BUT in other countries, Hasbro let outside factories obtain licenses to manufacture the ponies, which is why there are variants from those other countries - they significantly deviated from Hasbro specs in a lot of cases It's possible that this is a variant accessory. Or a mold recycle for a different Hasbro toy. Those are the two possibilities I would assume to be most likely.
