Not sure how to fix her (except with some kind of paint stripper, perhaps? Bring her in to a good hardware store or hobby/model shop and ask what would work.) After you do get her clean, try priming her a lot before you apply paint! Search around to find out what primer is best for vinyl.

Its possible that the plastic is leaching plasticizer, or didn't react well with the paint, and can't be fixed. To be honest, these are all trouble shooting suggestions I have never tried, but they might work. I hope you get some experienced advice too!

What kind of storage was she in? A garage, a storage place, a room in the house? If it wasn't kept cool that could just be her paint or the sealant melting. Its been pretty hot here in Idaho lately (where I am at least; not too sure about the rest of the state but it is summer) so to me, heat seems the most likely culprit.

But it could definitely be plasticizer leak or even materials reacting badly to one another. What kind of sealant did you use? I know some aren't good for ponies.

A while ago I remember a similar post. I feel like the culprit was the sealer, and I think it was mode podge? If certain paints or sealers gets to hot, sometimes it's integrity is effected. My only thought is to use very fine sand paper to resmonth the surface, but you will likely have to do some repainting after that. I will probably take a lot of time, so if you are able to get the same base, it would likely be a lot easier to start over. :(

On the TP you said you used white spray paint.  I think that's your problem.

The paint looks REALLY thick too-  I don't think there is any saving it unfortunately.

Don't worry! Ive had this kinda problem with spray paint customs and it gets right off with paint stripper and acetone! Then sand the pony to get any other paint lumps. Next time get some good quality acrylic paint, and thin it with some water. Paint it on the pony in super thin coats. You can do a white base coat if you want, it will be easier to layer the paint. It will need a bit of time to get there and be careful about brush strokes but if you thin the paint enough with water it shouldn't be a problem. Then paint on a good varnish (i recommend liquitex varnish, it's one of the best brands, i usually use matte). You need time and patience, but the outcome will be very good.
Good luck!

Thanks for the advice. I will definately look for the varnish next time I go to Hobby Lobby. (Oooh, I have a coupon too)
I did through trial and error end up doing the multi gazillion layer approach to painting and quite successful.
Heres ones i finished recently.
