I just got a reasonably official looking email telling me that my Paypal account has been "limited" and that I need to sign in using the provided link to fix the issue. Riiiiight. The #1 problem with this particular email is that it was sent to an email address that is not, and never has been, attached to my Paypal account. It got through my spam filters though, so they're doing something right.
Anyway, just wanted to give a head's up. It's got the correct Paypal logo in it(though it's got some grammar issues), and with all the new polices going on, some people might be tricked if they're not paying attention.
Here's a copy of the text:

Thanks for use PayPal! We sent you an email some time ago we ask for your help to resolve an issue with your PayPal account. Since we haven't heard back from you and we need you to provide some information, your account is temporarily limited:
1) Some information on your account appears to be missing or incorrect.
2) Please update your account promptly so that you can continue .
3) all the benefits of your PayPal account.
4) Validate Your Information.
5) Login to confirm your information.
