Not all that familiar with rubber, but it looks like sometimes they have plasticizer added just like ponies, which would be a very likely explanation. The face should be getting harder if it is plasticizer causing the stickiness.

I couldn't really think of what else it could be but I'm not sure if it could possibly be a potential toxic issue.

LOL yeah it's just plasticizer loss. It happens to plastic toys.
