The hair is short and the saddle kinda matches, but the hair doesn't match completely. Hmmm.

I had some of these.  I remember they were at gift shops, and I don't believe they had any tags or makers mark.  I am thinking they are just inexpensive toys for little shops to sell.   

The horse is covered in flocking, correct?   And the mane is fur..?  Mine were like that.

When I was growing up those things were all over in the gift shops we'd go into on our summer trips around the US.  Even to this day I still see them in gift shops.  I could be wrong, but I think they're just kind of generic, not really any specific brand, just "gift shop filler."

ha! i just managed to track down a black one (which i had as a kid) on ebay they are kinda hard to find as they seem to have no name or brand
