Has anyone ever seen a message like this from paypal when trying to pay?

So since I didn't have to pay  my co pay yesterday and my medication was a lot less expensive than expected I am starting to pay my sellers. This one transaction I was never really concerned about as it was a tiny one compared to another one.  Well, anyway I tried to pay for it last night and I get this message.  I tried to write the seller but I have not heard back from them.  So I tried again this morning to pay again, and paypal will not allow me to pay this person.  What do you think is going on? Aside from contacting them, I just flat can't pay them.  How is it a person can't receive a payment if they have paypal?

They have a hold on their account for whatever reason. Earlier this month I sent my boyfriend some money to cover rent, and since he hadn't used his account in nearly a year, Paypal put a hold on it. He had to call and get it sorted out, it took about threeish days. I'd message the seller and ask what's going on.

It means that PayPal has restricted their account. Likely for fraud concerns. 

I would contact them and explain that you are getting that message. It maybe a quick fix on their part but chances are it is what I said above.

Yea I have sent them a message about this.  I just have not heard anything back yet.  Thanks for posting.

Oh goodness!  Yea I sent them a screen shot of the entire paypal page so they could see what was happening.

Yea I so appreciate it too, my biggest concern was what in the world did it mean because, I have never seen that before and never have i not been able to pay someone.  It was so odd.  I so dislike transactions that drag out.
