What is this tiny little miniature pegasus MLP?

Was looking at some things to buy when I saw this little mini-thing.
I like her but am not sure what she is and she seems to be made in some other material than normal ponies And she's tiny (perfect).

are they rare? Or how much should I expect one to go for? Loose but in good condition? (Need to get a budget going)

They can jump all about in price but I think they have been getting more and more expensive recently, I guess as more people learn about them.

MOCs tend to run around the $18-30 depending on which pony. Loose and in good condition I would still think $10 maybe even $12.

I keep trying to buy them on ebay but I keep missing out.  They seem to go for about $10-15 loose and $35 if on card.  If you plan to sell her keep me in mind.

I have one MOC and one loose, both babies and I have had them forever. I think my mom bought them and just hung on to the one hence why it is MOC and will remain so...
