G4 Accessory? ID help

This arrived with a bunch of G4 ponies I bought, I have had a look on the ID sites and I'm not sure it is even a G4 accessory now. If anyone recognises it that would he a great help

I can't really recall many G4 fabric accessories, so I'd say it's unrelated. It is Ariels colors though, I wonder if it's related to that.
