Selling on the Classifieds?

Hi guys...

I don't know if I'm looking in the wrong spot or not but I swear I used to be able to find the "rules" about who can sell in the Classifieds area of the Arena. I've been interested in joining the Classifieds... could someone point me in the direction of all of that information?
