Ebay non-paying bidder/second chance offer question?

Hello,
Just hoping someone can help me as this is the first time I've had this situation.
I sold a custom on ebay six days ago. It was my first international sale (bidder is from the USA  ), so I was pretty excited about it. I specified in my listing that I needed payment within three days of the end (I only accept Paypal). Six days later, I have heard nothing from the buyer and no payment. I have not sent the pony as I always wait for the payment first. I have contacted the buyer several times now and I have had no response.
What do you advise I do? I would be more than happy to wait if there's a problem or something, and I have offered to help where I can, but he hasn't replied to me once. How much longer do I give it before reporting it to ebay? I hate the idea of reporting him, as I don't want to get anyone in trouble. I'm also really worried about being left a negative as I have done nothing wrong and I have always tried very hard to have a good ebay record and have no negatives.
Also, I was wondering how the second-chance-offer thing worked? If it comes to it, can I report him and still offer the pony to the next highest bidder?

I would report as a non paying bidder right now. If they don't pay in the allotted amount of time (is it a week?) you can offer the pony to a second place bidder for a set price.  Don't worry about getting a negative from this person- they have no case against you in you clearly wrote that you need payment in 3 days.

Thank you so much for your reply, Skyrocketneko. I sent him another message today. I think to be fair I'll give it 24hrs from the last message and then send him another giving him a last chance to pay before I take it to ebay. At least I can say I gave him every chance then. I'd really rather not do it as I don't like getting people in trouble, but if he wasn't serious, he shouldn't have bid

I think you've been very reasonable with this buyer - stick to the time you've given him to pay by, and if he still hasnt paid by then , open a non paying bidder case. You will have the option to send a second chance offer to the next highest bidder too -  dont do it right away though as buyers who have cases opened against them sometimes do end up paying

I would most definitely open a case. If you have three days specified and then actually gave a few more then you have been patient long enough.

As far as second chance offers it's pretty easy to do:
1. Go into your ebay.
2. Click on the sold link and find the item.
3. From the Actions drop-down menu next to the item, select Second Chance Offer.

It will then walk you through the rest of it. Good Luck!
