I believe in the US Jo-Ann's carries a good range of tinsel so that is probably your best bet

No one is exactly the same but Glittering Gem or Bubblefish are probably the closest to Punzie. Baby Gametime does not really have anyone in the same range - Brightbow or Schoolbag will come the closest. And Baby Nightcap or Baby Lemon Drop for Sugarcake.
