I assumed it was, but I don't see it on Ghost of the Doll.  It's a really small figure, so I feel like he was a sidekick to a larger toy.

He's from Anpanman, a Japanese anime for younger children where most of the characters are based on different kinds of bread :)I believe his name is Uncle Jam.
