Best way to rehair?

I am so stuck and I need to know the best way to rehair. I have a reroot tool, the metal one with the lovely prongs but I have no idea what to do with it.

It's hard to explain for me so I'll give you this video.  She even works on a pony while explaining it so she can give you pointers on where to start and how big/small the plug should be.  Hope it helps.
