The "Descendants" were clearly designed to compete directly (and in fact to take the market) from Mattel's Ever After High doll line-
The guy who is in charge of Nerf once spoke at my college so I learned that Hasbro has a strategy to have offerings in their core lines for every price range. Unfortunately to have cheaper offerings costs need to be cut in production. Descendants has higher quality but they also cost more. A kid with only a $15 can't buy even the most basic Descendants doll but they can afford a basic EG doll.Like I'm honestly not a fan of unarticulated basic dolls but I understand they do serve a purpose.
The problem is Mattel toys of a similar price tend to be of higher quality. Hasbro has been trying to gain market share, but they act like they want to be a second tier product.
