Primer is your friend. I use Zinser brand Bullseye 1.2.3. Primer For All Surfaces and it really helps. I've painted ponies without it before and sometimes the paint doesn't want to stick in spots (which is super annoying). But I haven't had any issues with a thin layer of primer in place first.
If you want a smooth look don't be afraid to use fine sandpaper over what you've already painted and then do another coat of paint. It can really help. Also if your pony has rough spots in the plastic you can do a bit of sanding before you start painting to help get a smooth base.
