According to Lauren Faust, Celestia did start out as a full-blown queen. I've read that Hasbro/Studio B changed her to "Princess" because of Disney. Disney always portrayed princesses as kind and beautiful, while queens were snobby and evil. Of course, the only example of this concept that I can think of is the Snow White movie...
The Queen of Hearts in Alice in Wonderland is pretty horrible too!

There doesn't need to be a queen in order for there to be a princess. Celestia and Luna are the supreme rulers of a principality.
I actually like the title "empress" for Celestia...that would have been awesome.
