Found them at Target!  There were only two missing from the box, the swan and green bird.

I mistook them for Wave 7 at first, so unfortunately I opened the 8 below bags thinking they were the letters for wave 7. So they are one of pets listed below and tagged as "see list" , I'm just not sure which one was which.
