Yep! She was a Series 6 Three-Pack. I was training cashiers and saw it while gathering stuff to practice scanning. The package I saw came with a normal RD and Fluttershy topper. There's a chance to get a silver Pinkie Pie as well. I spent about an hour trying to get my trainees to see what it was...and then I squished the box a bit so I could check the ear color through the hole in the top.
I'm really curious to see if they'll make other tops like this. Certainly wasn't expecting it!

Honest question, do Americans usually give kids flag themed gifts on 4th of July? And why not use Twilight, she already has stars on her butt. Or was RD chosen because she is technically airforce and is therefore more patriotic than pagan monarch Twilight?
I just want to understand your culture.

That's probably why she was chosen, also because patriotic bronies do seem to attach to her more than the others.
As for 4th of July...not so much dedicated gifts as much as just "We have a barbecue, here's some glow sticks and a shirt to wear for fun. Also here's some sparklers."
I don't think kids really care much for the flag unless they've been brought up to, it is such a strange thing to create that I'm 100% sure was influenced by the saluting Dash and how popular it was a bit ago. I was only so excited about it cuz it's such a strange thing.

Gifts? No. But they sometimes get flag themed shirts, or party favors and little fire crackers and sparklers depending on their age.

RD was chosen because she is blue and the theme is red,white, and blue.  Unless the item really was designed specifically because of that one picture, then I doubt the designer of the item had any real knowledge of MLP and wouldn’t have known and/or cared about Twilight’s cutie mark.  Especially considering that the item is only of the head.

Re: 4th of July

Gifts are not traditional.  It’s more that it’s traditional to decorate and/or dress in flag themed colors and the retail stores are full of all kind of things red, white and blue.  Much like everything is red and green in December and pastel colored in the spring.

Re: 4th of July: Yeah, the 4th is more of a BBQs and party favors kind of a deal. I could see a parent picking up that cup for their kid to take along to a picnic or cookout, though. Definitely not the most “out there” merch I’ve seen from FiM.

Kotobukiya's Rainbow Dash scale has a set release date now, she's releasing on the 26th of this month! Glad she wasn't delayed again.

Speaking of Kotobukiya, they've announced they're holding two livestreams this month to announce news on figures of theirs. One on the 23rd, another on the 30th. Presumably they are holding these since WonFes couldn't happen this year due to the virus (GoodSmile had to hold an online event as well for the same reason).

I'm hoping we'll get further news on Sunset Shimmer's scale on the first stream, since that's the one that covers the Bishoujo line. It also says on the image that they'll be announcing something "new" and "exciting" for the MLP Bishoujo line, not sure if this would be a second alternate color limited edition figure (Twilight maybe?) or if it'll be an 8th entry into the main version of the line. If it's an entirely new one, my guess is going to Starlight Glimmer.
